REGISTRATION - NATIONAL CONVENTION
ARTICLE 11-SEC. 222.

     MANUAL OF PROCEDURE OF THE VFW By-Laws require each POST shall register in ADVANCE, at least one (1) delegate to the National Convention by the payment of a fee in the amount of TEN dollars ($10.00) which fee shall entitle the Post to a packet of convention information and materials. Posts failing to comply with this provision shall be considered delinquent and in arrears.

BONDS: ARTICLE VII-SEC. 703.
     Constitution and By-Laws of the VFW require each accountable officer of this Organization shall be bonded with an indemnity company as surety in the sum at least equal to the amount of liquid assets for which, so far as can be anticipated, he may be accountable. The bond premium shall be paid from the funds of the Post, County Council, or District as the case may be, to which each officer is accountable.

     The Commander of each unit shall be responsible for the proper and adequate bonding of all accountable officers in his unit. Any Post failing to have the office of Quartermaster bonded shall be deprived of all representation in County Council Meeting, District, State and National Conventions. Post Commanders of Posts who obtain their bond by means other than through the Department Headquarters, shall submit a copy of the quartermaster's bond to State Headquarters.

QUARTERLY AUDITS: ARTICLE 11-SEC. 218

     MANUAL OF PROCEDURE OF THE VFW By-Laws require Trustees to audit the books of the Quartermaster, Adjutant, and Club or Canteen QUARTERLY, and sign the audit - three (3) are required. The blue copy of the audit is to be sent to the District Inspector by the Post. The District Inspector, after reviewing the audit, will send it to the State Inspector. Do not mail to Department Headquarters. Copies of incomplete or incorrect audits submitted to the State Inspector will be returned to the Post through the District Inspector for completion.

     FOUR (4) QUARTERLY AUDITS ENDING JUNE 30, SEPTEMBER 30, DECEMBER 31, 2001, AND MARCH 31, 2002 MUST BE COMPLETED AND ON FILE WITH THE STATE INSPECTOR IN ORDER TO VOTE AT THE DISTRICT, STATE AND NATIONAL CONVENTIONS.

The due dates for audits are as follows:

April 1 to June 30, 2001                          August 1, 2001
July 1 to September 30, 2001                  November 1, 2001
October 1 to December 31, 2001            February 1, 2002
January 1 to March 31, 2002                   May 1, 2002

INSPECTIONS: ARTICLE VII, SEC. 710.

     The Constitution and By-Laws of the Veterans of Foreign Wars of the United States require that each Post be inspected at least once each year. Posts with problems and/or violations of By-Laws shall be inspected a second time or as many times as may be deemed necessary by the State or District Inspector. The District and Deputy Inspectors shall be available to each Post in their District at all times to assist and advise the Post in the proper method of keeping records.

     The District Inspector is to send all four (4) copies of Post Inspections and the three (3) copies of County Council and District Inspections to the State Inspector for review and signing. The State Inspector will return the District copy to the District Commander for his review and any corrective action required. The Post copy will be returned to the District Inspector for distribution to the Post for correction of any problem that may be marked on the inspection.

     The inspections will start as soon as possible after the convention and should be completed by December 31, 2001 and in the State Inspector's hands by January 15, 2002.

DEPUTY DISTRICT INSPECTORS

     A District may appoint as many Deputy District Inspectors as it deems necessary to accomplish the mission.

AWARDS

     Citations will be awarded to each District Inspector whose District reports 100% approved quarterly audits to the State Inspector for the preceding quarter by August 15, 2001, November 15, 2001, February 15, 2002 and/or May 15, 2002.

     A plaque plus $100.00 cash will be presented to the District Inspector of the year. Posts of his District will base this award upon 100% approved quarterly audits, plus all Posts inspected and inspection reports forwarded to the State Inspector by June 1, 2002.
